2017 Legislative Session Report

After 120 days, the 2017 Legislative Session has concluded. CCEA’s preparation, persistence, and efforts paid
off. Our priorities centered around these key areas: 1) Equity funding for CCSD students in need; 2) A fair
evaluation system that eliminated state testing; 3) Collaborative school climate; 4) A Dedicated funding stream
for educators’ salaries; 5) Peer Assistance and Review for first year educators in at-risk buildings; 6) Passage of
AB469 to reorganize the school district into a site-based decentralized model and to put an end to the CCSD
Trustees’ efforts to block this change; 7) Modifying the Achievement School District law to provide more
safeguards, rights, protections for parents and educators.

Five of CCEA’s seven legislative priorities made it through the rigorous legislative process to Governor
Sandoval’s desk. All five bills have already been signed into law.

We Attribute Our Success to These Key Factors:

    • CCEA is issue based and works in a bipartisan
         approach with leadership from both sides of the aisle
         to secure sound public policy that would garner the
         Governor’s signature. We developed and
         implemented a strategic plan based on this position;

    • The collective efforts of the CCEA Lobby Team
         being active every day in Carson City and the field
         engagement carried out by member leaders in over
         350 schools across CCSD;

    • Ongoing engagement of and regular meetings with legislative leadership, the Governor’s office and
         other key public education stakeholders such as the Department of Education; and

    • Robust testimony from members who drew on their expertise to support legislation. This distinguished
         list includes National Board Certified Teachers, Consulting Teachers for the Peer Assistance & Review
         Program, the President of the Clark County School Librarians Association, and the President of the
         Nevada Association of School Psychologists to name a few.

On the Question of Accountability

CCEA takes its relationships with legislators seriously. We are in the process of reviewing the performance,
outcomes and record of all legislators who received our endorsement to determine whether the best interest of
our members and public education was represented.
